I am pretty sure the folks that know enough to abuse the JJ animations also know enough to not bring Victors. In regular que most of the better heavies will tear it up, and with out high mount weapons it is not going to add any good sniping. For CW why not bring a Stalker. The Victor and Gargoyles can be great in a 1v1 close range fight, but that is not how the match is won or lost. I think there would need to be some 25-35% quirks before the deficiencies are addressed. The JJ animation is kinda like the clan side torso issue, it makes sense and needs to be applied to a whole group, even though for some mechs it will only dig a deeper grave.

Well for me, Vic once was a awesome mech, it seems his day in the sun has come and gone. In a 1 v 1 against a Timber, he just doesn't have either the firepower nor the armor. It's kind of funny that they got nerfed just before the Clans came out. Wonder how the poptarts would have done against the clanners...

How many Victors I have seen the last 30 matches.
Zero.
Quite Sad.

Quirks are not what is planned for the clan big three. Everyone has been talking about a nerf for those 3 mechs-no? Victors remain nerfed because they lost their ability to escape. They don't have the armor to fight the clans, and they don't have alot of things going for the chassis-wide torso, low hardpoints, few hardpoints, low number of missle tubes, etc. All of that didn't matter cause they bounced around their enemies and were able to do a 360 in the air. Now that they have been grounded, all of their shortcomings are standing out in the open for all to see.
Just FYI, I've been talking about power creep, before you started throwing around ad hominems and got off a pointless rant, one that somehow ended at strawmans about poptarting and nerfing clans into the ground. Also LOL at using victors to show the viability of heavier mechs using XL. Got that chassis mastered, I know how bad they are at this point and how much they need XLs. Written down all the issues in this thread.
Whatever, this is how power creep goes:
1. Clans are brought in, one selling point is power, aka pay 2 win. More firepower than ever on the battlefield, but limited to a small group.
2. Clans go CBill and spread, IS mechs need to brought up to clans to save meta. Small nerfs to certain clan weapons. People don't like nerfs and like to feel betrayed about making the sold power more fair. So Quirks increase IS firepower.
3. Quirks aren't enough. Peopel still like buffing more than nerfing, so LFEs are brought up. This would be another rise in firepower.
You see the pattern? Firepower rises, but survivability stays roughly the same. That's why, at this point, you can pilot a heavy, go around the wrong corner, and instantly loose your ST or even die. That even happens to Assaults at times. Mechs die in seconds. We have insane stuff like 36dps mechs stomping around. Viability of 68 point alphas.
Where do you think this will go? There is a lot to come, if the power creep isn't hindered in some way. The F2P business modell is incredibly toxic in this regard. And players are at fault for their obsession with avoiding nerfs and asking for buffs. You fell into that hole yourself, with the 'i feel you want to nerf stuff into the ground'.

I can't believe you're complaining about this. These animations were borderline exploits all along. These 'Mechs should be balanced on the merit of their own capabilities, not by broken animations.

Yah, you know how good is PGI in terms of balancing mechs ...
