Not at all. There are 3 possible outcomes for Community Warfare when attacking a planet.
+1 pip for the attackers of the planet (can be achieved ONLY by winning an offense in the invasion game mode type, but NEVER during a Counter Attack type game)
0 (can be achieved by winning a successful defense in both Invasion and Counter Attack)
-1 pip for the attackers of the planet (can be achieved ONLY by winning in the offense during a counter attack game mode type, but NEVER during an Invasion type game)
Lets say the Clans win 90% of all matches but can only engage the enemy in defense, and never get the option to counter attack. Result? After enough matches played, the Clans WILL eventually lose the planet because there's no way they can remove an attacker's pip from the planet even though they practically won nearly every battle.
As it works now, being able to gain a pip on the planet is determined before the actual battle starts. If you're defending and want to take back a pip from the attackers, you can only do so if you counter attack. Otherwise the best you can do is tie on the planetary conquest status by crushing the attackers. Successfully defending against an attack doesn't remove a pip from the attacker's side.
