An issue like this was reported by another player earlier, and as it turned out in that case a third-party tool (specifically Razer Synapse) had one of the client executables open and wouldn't allow anything to modify the file. To make matters worse, this happened on rebooting Windows, effectively locking down the file until this player uninstalled the other program. Is it possible you are having the same issue? Maybe not necessarily the same program, but the same symptoms?
That is interesting becuase for one it happens right after any patch takes in effect. I have even rebooted my rig and still have the same issue. I will watch what programs are running to see if something is intefering like you suggest. It makes sense, just need to figure out what it possibly could be.
I downloaded the hot patch today and as soon as I restarted the client it did it again so, now I can see what is running and try the process of elimination to see what the potential cause is.
Thanks for the idea, I will see what I can do with it.
