I've been hearing a lot about this, some tweaks that can be done that help in some respects, like the screen shake and the crappy aura around the mechs in the heat vision and the gunk that's on the cockpit windows.
Is this a thing?
If it is a thing, is it legal within the EULA?
What sort of benefits can be gotten from tweaking the config?

There are some settings in the user.cfg that make changes to certain effects. Screen shake isn't one of them, but motion blur, image bloom, film grain, and cockpit class are some of them.
This would be the one for no cockpit glass:
gp_option_ShowCockpitGlass=0/1 (off/on)
Modifying the user.cfg file is fine, and tuning it can offer better performance by turning off things, or better visuals by turning on things at the expense of frame rate. All depends on what your system can handle and what is your desired result.
There are a few user.cfg guides here scattered through the forums and the archives as well as on the web in general.

You can not change anything game related, like your example of cockpit shake. If you find a way to remove or reduce cockpit shake, it would be a violation of the Terms of Use and rules set up for modifications of the game client.
Everything working in the user.cfg, and only the user.cfg, is fair game, as long as no other game file is touched.
