As per the title.
C3 equiped mechs get a blanket +2% to ALL quirks not related to agility/heat/structure.
All 3 Lances of a team equip them, everyone gets a blanket +5%
As well as a 'free' Target Retention for all equipped mechs in the Lance. Whole team is equipped, everyone gets free radar Deprivation.
Better 'coordination' and cost of tonnage/space nets you:
Energy -range, duration, cooldown, velocity.
Ballistic- range, velocity, cooldown,
Missile- range, velocity, spread
Basically, make it worth the cost via quirk and module instead of lock-sharing and info.

The current system already behaves like the C3 system, or else sharing targets and information wouldn't be available.

Should have to at least resemble the TT C3 in at least some aspect. I agree that current system is already much like the C3, but it could be enchanced to share even those contacts the players hacen't locked on. That wouldn't be good enough for tonnage, but I think it would be good enough for a module.
