Doesn't peak that well with those negative movement quirks, and there isn't much you can carry beyond the standard last vomit.
Unless you really want to boat smalls.
It already moves faster than a Stalker and no one is complaining about the Stalker's ability to hump hills. High mounts are probably the single most important feature a mech can have in this game. It allows for offense and at the same time it protects you because you don't have to show 75% of your mech to take a shot. The quirks are actually pretty tame for having 3 of them up there on a Timby. TW can jump too if it wants too and Stalker can't do that. Heck, I want one of those for my timber.
Edit:
Just to add, other heavies I play like the dragon and Tbolt have 2 energy HP that are mounted high. Firebrand has 2 as well. The IS mediums have 3+ highmounts (Shadowhawk/HBK) and the stalker has 4. BLR has 6 but they aren't really high, high mounts. They are upper chest so still not as good as any mount that is on the shoulder.

Well, yes, yes it is enough to make it bad. No way in a million years will i ever use that SCR arm, because it adds nothing. SCR doesnt need that many E hardpoints, it has plenty anyway.
However the TBR-A LT could have done with some more serious negatives i think - that +7.5% heat should be on the Timber, not the Crow.
This was what I was thinking as well when people complained about the Energy points on the SCR. What are you going to do with all of them? You'll just overheat. It's not like you can put that much more DHS to compensate compared to a Nova. SCR doesn't need the new arm. It does perfectly fine as it is and if you compromise any more on heat generation you'll end up cooling off more than shooting.
