If I remember correctly, it was because he used his ofice of Loremaster to cheat during Vlad and Phelan's coin ceremony for the Bloodname of Cyrilla Ward... I think...

Vlad and Phelan were on their final duel for the Ward blood name. The person who chooses the method of combat is determined by a race of two coins. The person whose coin wins the race chooses the method of combat, while the loser chooses the locale. Phelan' coin won, but Conal who oversaw the practice secretly swapped the coins because he was a strong supporter of Vlad and held spite for Phelan.
He was caught by both Natasha, and Phelan himself. On top of that, Phelan defeated Vlad in combat anyways, so it was a double sting.

Was political leverage, Phelan didnt call out Conal for his cheat, and instead the supporters of Ulric used it to force Conal ward to resign his position as it was customary for the Oathmaster to take the place of a Khan who was voted to be the ilkhan. But by threatening to taint his name, and thus destroy his chances of his legacy being used in the Sibkos, he had to resign which lead to the events that made Phelan and Natasha the 2 wolf Khans.
