No, Tukayyid needs attackers.

What were the reasons behind the "3-day cooldown period" after breaking faction contracts again? Do they still apply?

A number of merc units have been complaining that they can't switch over to Clans to help with the queue times, that they have to wait out for 3 days.

I understand the dilemma though.

There are less players on the Clans side, but they are more powerful. If all the mercs switch over to the Clans, then Tukayyid will be 100% clan in no time.
The IS are lower in quality overall, but they exist in greater numbers.

It is already balanced, it is Zerg vs Protoss. However the matchmaker itself isn't designed for this. And that's why there are these problems.

Had it been 10v12, or 12v16 or whatever along those lines, then many of these problems will go away.

I'm sure the idea behind the three day timer was so that everyone couldn't just instantly switch to the faction that was winning in order to increase their rewards. It backfired, but the thinking was sound.

Even if the matches didn't change to balance the individual games, the matchmaker could have been retooled for this event not to wait 10 minutes between drops. If we were ghost dropping more, while being less fun, we'd have a more balanced planetary war.

Are loyalties so paper-thin that people will jump sides from Inner Sphere to Clan just to decrease wait times...?

I'm going to answer anyway. ;-p

I was dropping Clan Wolf before Turkayyid was announced. I broke contract to switch back to IS because I'm primarily an IS pilot. I kinda regret that now.

I wonder how many others are in the same position?

Even though I have almost all the Mechs of both sides, my unit is an IS unit, so there was never an option for me to play Clan for the event.
