- Ballistic Cooldown 7.5%
do they stack? or only one other other applies?
on the same note will the Mech mods also apply to the cool down?

Modules simply add a %
So a 5% range bonus module + 5% medlas range + 5% energy range is a 15% net gain

I also wouldn't mind if some of the mechs with top quarks would get some down quarks, too.
And some mechs could use a little more charm quarks ...

I would agree.
For quite a few mechs on IS side (this is coming from an EXCLUSIVELY Inner Sphere pilot) have been really overquirked as a bandaid instead of fixing the underlying problems those mechs have.
I personally despise quirks. For the most part they just force you into certain, specific builds for those mechs, because if you're not building into the quirks, you're basically gimping yourself. I mean, when was the last time you saw a non-double AC5 Dragon? Or a non-ERPPC Thunderbolt 9S?
Dragons for example have really **** hitboxes, in such that they're composed of a huge CT, non-existent STs and
large, easy to take-off arms, and instead of fixing these issues, by maybe redoing its hitboxes (or maybe even altering its geometry a little), they just slapped a horribly overly large quirk for random weapon and called it done.
Of course, now it's somewhat viable, as long as you run those double AC5s, but if you want to run anything else, you're better off just using another mech.
