Yes, Cicada is the fasted.
The Centurion CN9-D can run crazy fast as well, though.

Ice Ferret is reasonably fast, but it plays like a pseudo-light anyway (whereas the clan lights play like super-fragile pseudo-mediums).

hunchback with a max engine is 98 kph, and a tebucket is about 105 with max engine

I believe a shadow hawk with a 360 engine hits 116 kph. Not sure how much fire power that thing would be able to carry though.

Cicada and Ice Ferret are currently the fastest Medium Mechs.
Both of them act like fat light mechs though.

If you're only thinking about running speed the Cicada wins. But if you also include obstacle clearing so you won't have to go around things get a bit more complicated.
The Vindicator 1AA variant suddenly becomes a contender. With a top speed of 116.8 Kph and with 6 JJ's it can jump very high and far.

No, the standard Bucket can go 116KPH with the 325's, but the bucket 3C can go 140 KPH with the XL390, making it the fastest heavy medium in the game (tied with the CN9-D) but the Treb can get a better loadout.
Also the Wolverine 6K is the fastst 55 ton mech in the game and can run 121 KPH (XL375) with plenty of tonnage for a great loadout.

Aside from Cicada, if you're thinking about tall 'Mechs running at ridiculous speeds take a look at TBT-3C and CN9-D. Both of them can reach 139 KPH which looks ridiculous.
It may sound weird, but I really like my CN9-D with XL380 2xML+2xSRM4. It's like a Commando on steroids and tanks extremely well at those speeds. Laser vomits will hate you.

Thats why I love the laser vomit meta, fast mechs can roll laser damage for days!
