Playing with/against Russians usually is a really competetive game with a high skill level and overall friendly/helpful chatting.
EU, canadian and asian player is usually quite quiet and only needed stuff is chatted or (more or less good) jokes are to read.
Playing with US Americans usually is leads for me to be the last game of the day - chat is full with unasked orders, insults and flaming. Or unasked advises of how to do stuff.
Sure, there are many exceptions on all sides in both directions, but this is my general experience after playing MWLL on intercontinental servers since 2009, MWO since this year and WoT on EU (main account) and NA servers (side account due to friends in Canada).
Yes, I really want the EU servers badly.
