I think this quirks announcement on the weekend of the Phoenix event is a nod to the Phoenix pack owners that they paid fair dollar for their mechs and they dont deserve to be second rate forever.
Did anyone else make the connection?
Maybe its just a coincidence?

Second rate forever? I don't know about you, but I feel like the Thunderbolt has been one of the most devastating mechs in the game for a while now. And before that, there was the Shadowhawk. The Griffin has always been a good mech too, as far as I'm concerned. Especially as they gradually improved SRM hitreg.
(Though playing this weekend, SRM hitreg has gone back to being terrible)
The Battlemaster was never a world beater, the Locust was a running joke for a long time. But that just seems to be par for the course with PGI. Clan Wave 2 gave us Mist Lynx, Ice Ferret and Gargoyle, for God's sake.
So yeah, I don't know. The only connection I made was "Go and buy the Phoenix Pack, because regardless of what the players say, we're not going to nerf the laservomit Thunderbolt for a while!"
