If PGI insists on using weapon quirks to neuter what is effectively their main weapons (and no, not just when boated), then I propose a solution using their own band-aid system: counter-quirks. Basically, on non-energy pods, have quirks that counteract energy hammernerfs on the E pods.

This will counteract energy boating while keeping stock/stock-like builds viable.

TBR ideas (note, has abbreviations):

TBR-Prime:
CT: Duration + Cooldown counter-quirk (+agility +q?)
RT: Duration + CD CQ, agility -q (+missile +q?)
LT: Remove energy -q? Agility -q?

TBR-C:
RT/LT: Duration + CD CQ (+missile +q?)
RA: No change/agility -q

TBR-S:
CT: Duration + CD CQ, agility +q
RT: Agility -q and/or keep E -qs
LT: Duration + CD CQ

TBR-D
RT/LT: Duration + CD CQ, agility -q
RA/LA: Remove quirks?


These are just thoughts, and not reflective of exact/perfect suggestions (didn't even bother trying to figure out values). On the SCR, the same type of deal. Possibly remove all quirks from the 2E arms or counter-quirks on Prime torsos, keep the quirks on the E torsos and head, agility quirks, etc.

Again, this is just using thr quirk system that they insist on balancing things through. Other ways of balancing would be great, but the quirk system, since it's here, can maybe be made to work if used right.

Or just make the negative quirks purely tied to the CT. Bringing 6ERSL shouldn't get punished 3 times as much as bringing 2LPL. 4ERML should be comparable to 2LPL instead of being worse

It'd be ideal, but they seem to like the whole 'quirk the pods!' thing. Maybe it gives them the impression the they're doing a lot of work when they see the long list of quirks.
