Mech shutdown mechanics?

Can someone fully explain what shutting down your mech does and in what situations it would be useful?

I know that shut down affects enemy targeting systems as well as missles but how?

i can only mention what it did in mw4. it makes you invisible to sensors so they would auto target something else, and also forces you to cool down. great if you need to hide (to escape or for a surprise attack/trap). also turns off your mech ofcourse so it doesnt make any sounds. so if you need to listen for something, that is a way to do that too.

Two possibilities present itself:

1. Its takes longer to lock on. A problem for LRM boats. Not so much to others.

2. You CAN"T lock on.

No idea which one is being used.

It can be used as a maintenance tactic:
-let heat cool down faster as you generate no heat during shutdown

or mostly as a strategic tactic:
-break LRM locks
-spoof radar
-spoof unseasoned pilots into walking right past you
-just plain hide until needed

these are all tactics that work in other games...stands to reason they will here as well, nothing too out of the ordinary there.
