Do not preorder nao. Let them patch it, let modders turn it inside out for a vastly better experience. Start Fallout 3 now, you should be finished by the time F4 is in a playable state.

Its as great as Bioshock trilogy multiplied by Mass Effect trilogy. Because war - war never changes. What began as a conflict over transferring human conciousness to the machine... Oh, wait, thats totally another story :D Or is it? Does war ever change?
