It makes much more difference to a mech's performance than modules.

As for modules, all you need is one of seismic sensor and radar deprivation. The others are much less powerful, and definitely not something to jump on quickly. You want to move modules between mechs instead of buying one for every mech.

Modules are nice, Eliting is better. if you want more mechbays, I'd suggest a whirl wind tour of the sphere via CW. Grab those rank 2 mechbays and get eliting.

You'll be so happy you did when you unlock all those efficiencies on that Atlas. It will handle better than a stock Heavy in some cases.

That's if I like the mech anyway -- if I don't, I'll just level it enough to allow tricking out the other variants.
I like to also get weapon modules ASAP, and especially if I'm "boating" a single weapon type. In that situation the range module can mean 2-3 points extra damage per volley, if you're firing at more than half the max range, which does feel substantial to me.

Although you should always drop with a seismic, though.

That being said, you have to basic at least three mechs of the same chassis, but you only need to elite three mechs in the weight class for mastering.
Forget about the modules for now. They help, but finishing the elite skills is more important. You can sink 18 million just in mech modules and kit out an atlas for less. I have spent more C-bills on modules than mechs and I have over 130 mechs.

2 Modules are likely to cost the same as purchasing and outfitting a Mech and the doubled basic skills significantly improve your Mechs performance,
so I advise you decide on a Mech, get another, perform the upgrades (DHS, Endo ect) then you can probably borrow parts from your other Mechs to give it the weapon loadout and engine you want, after this you can strip the second Mech (or even sell it but you do not get much back from selling a Mech) and purchase/outfit the third

You can use unlocked and purchased modules on mechs that aren't basic'd yet, so they can help with the grind if you're willing to take the time to swap them out of your mastered mechs and back again when it's stomping time.
Elite skills are worth more than modules, but you can earn mech XP fast enough that using GXP on them is a total waste. Just grind out elite skills and modules at the same time. Easy as that.
Also, do mech modules first, and consumable improvements second. Weapon modules give a very minor bonus for the amount you pay for them, and should only be used on mechs that are already awesome, and capable of boating whatever weapon the module buffs, and even then not until you have literally everything else unlocked for the mech.

The way I read it the choice is actually between spending C-bills on Modules or C-bills on other mech variants.

Not only does Eliting provide you with valuable skills such as Fast Fire and Speed Tweak, but it also doubles the values for all your Basic Skills already unlocked.

Modules are gravy, eliting is the mashed potatoes.
