Because BAP is very helpful for cutting through ECM, especially in the game these days with so many mechs carrying it. For a tiny bit less speed, you are able to cut through it, and that is hugly helpful, so your team knows where the enemy is, and can also get support fire on top of it.
The cicada is the perfect mech for it as well, as really the best engine for these mechs is the XL-300, and it has enough weight to add some extra tools, (namely BAP) You really can't find a more perfect medium to run a bap than a cicada, especially when their duty is often to track down those pesky lights.

I own the 2A, But if i had to do over again i would pick up the 2B, for my money, 5 medium pulse lasers are just better than 6 ML's. The 2A runs really hot, and honestly, i think i would rather run a jenner if i was going the 6 ML route.
Round out the collection with the 3M, unless you really wan't to try the 3C.. with a crazy quirked ERPPC sniper, and 4 machine guns. Fun mech, but kinda nitch.
