Additionally, they are balancing things (see recent attempted TBR and SCR nerfs), and the game is in a constant state of flux because of it.

MWO simply CANT be balanced until the game is finished. Constantly changing variables of new mechs and presumably new tech are gonna keep that from happening.
IMO, Clans can be slightly more powerful than IS because: Lore.
I could envision Clans being the better offense glass cannons, and IS being the more durable though weaker offensive tanks.
MAPS AND OBJECTIVES should determine viability more...but that dept. obviously needs moar work.
DECOUPLING ENGINE SIZE AND TORSO TWIST/RATE...great idea and SHOULD be variant specific/pod specific.
I would also include ARM range/rate as well.
In general i think Assualts/heavies turn/twist too quickly as is...from the perspective of a light pilot.
