Compared to the Victor, the Zeus had received much smaller model, with up to 92 points of armor and 48 points of structure quirks.

Actually I was thinking the same thing, when PGI announce the first round of the quirks they said 9S is first tier.

After so heavily quirked mechs, does anybody believe it is still a first tier mech?

Same question is relevant for me for Griffin-3M, is it still a first tier mech?

A rarely see 9S and 3M in random battle queue.

What they need to do is reverse the JJ nerfs to the Victor, that's all it needs.

they need armour and agillity quirks, in adition to what they already have.

If jump jets are not to be given any bost again.

Then they need torso twist speeds close to the awesome, awesome is currently a much better mech (great for the awesome, but not so great for victors) and to be able to take more hits before XL is exposed, armour quirks close to a Zues's
