Asymmetric balancing is a much more interesting way to achieve the same end. I would have much rather kept the lower stance on EBJ and compensated with some slight negative quirks, for example to acceleration/deceleration and torso twist range and twist rate, to further differentiate the EBJ from the other clan heavies as being the less maneuverable, emplaced tank destroyer of the bunch.
If you want a slower, clunkier tank destroyer, wait for the Nova Cat or Night Gyr, both of which have a top speed of 71 kph after speed tweak. Those are the slow heavies you're looking for. The Night Gyr is actually available in our current 3052 timeline, as a matter of fact, and has ridiculously scary capabilities... Maybe it could even be our Clan Wave 4 preorder mech?
The EBJ however was built to have mobility comparable to the other Clan heavies, as indicated by their shared top speeds. I just don't get why agility is the go-to nerf of choice for so many people regarding just about any mech in the game...haven't we learned from the Victor and Highlander?
