I have disabled arm lock. On my clan mechs (Maddogs and Hellbringers), armlock is disabled vertically but not in the horizontal plane. TIA.

Has happened again. Cannot get it fixed. Cannot get my clan mech arms to unlock in the vertical. Makes shooting off center of the torso impossible.

To have horizontal arm-movement you need lower arm-actuators.
There is a little checkbox for those in the mechlab (above the weapons-list of the relevant arm) that you can use to install or uninstall them. You get better movement-range with actuators in both arms than with just in one arm. They take up one critical-slot but add no weight.
Not all arm-omnipods can have them, though.
Installing any ballistic-type weapon except machine guns will disable lower arm-actuators for that arm, the same goes for ER-PPCs. All other weapons don't disable them.

You need lower arm actuators to get arm articulation.
Putting in large weapons like Clan ERPPCs and any ballistic that don't happen to be an MG will forbid use of the lower arm actuator.
There will be some omnipods that won't allow it (for whatever reason), but that is how it works for Clans.
The arm articulation behavior is notable for IS as mechs that don't naturally have them (like Stalkers or Blackjacks) will not have full arm articulation because of this rule, so keep that in mind.
You only need 1 arm with the lower arm actuator...
