I thought the same, and was about to jump on Kon's logic in his post above, buuut...
Those max JJ counts are *in addition* to the stock JJ count.
It's possible (stress ~ possible) that PGI might choose to lock the JJs in thier stock locations, and only allow us to add additional JJs if we wish, while not allowing us to remove the stock JJs.
A likely decision? I dunno, but possible.

With the way he answered the question, I think he mis-interpreted it to mean the IS getting to use salvaged Clan Omnis. I believe this because he said that he wants it to be "IS vs Clans."
The thing is, the IS Omnimechs that we're referring to don't interfere with that. Things like the Raptor and Avatar would still be IS-only.

The Jenner, well that's an insane jumpjet count. On a side note reverse joint legs would make it significantly easier to leg compared to standard Jenners. Top speed of 145 is quite impressive in my eyes considering it's a Clan mech. At the same time, remember that all jumpjets are mandatory if the part that has them is equipped. All legs include 2 JJs each, so there's 2 tons locked up (4x 0.5 ton JJs). Endo/ferro forced (makes me very sad, SUPER crit limiter here!).
HBK, 64.8 kph. This slow: I love it; but watch the tears flow.
(That's pre-quirks).
Orion, 64 kph and limited hardpoints assures it'll be carrying either a mixed load or a heavy load. The slower speed will make it more long range reliant than the Timber Wolves.
I am looking forward to the Highlander nevertheless, though. I didn't even know the Clans had one, and lets be honest... I need new ways to play the best mech in the game. Clan weapons? It'll make my already DPS-oriented builds feel that much more like the Mechwarrior game I wanted.

Good thing you can upgrade the engine to a 325 and go 64 kph in the HGN-IIC, with Clan Weapons. I bet you can probably squeeze a Gauss and 3 cLPLs, with enough DHS to be viable..

I did some maths...
With the XL325, Endo, and Clan FF, you'll get a whopping 46 tons to spend on equipment...The second highest of any Clan mech so far.
For your specific build, the maths are...
Add Gauss + 3 tons of ammo: 31 tons left
Add 3 Clan LPL: 13 tons left
Add obligatory TC1: 12 tons left
Heatsinks: 3 can go in your engine, but you still need to slot 9 on the outside
If you don't run out of critslots, this gives you 53% heat efficiency in Smurfy's terms, aka 30 seconds until you overheat (with 2x elites). In other words, pretty heat efficient.
EDIT: Had to redo the maths because I made an error a few days ago.

Add 3 JJs: 44 tons
90 - 44 = 46 tons of guns
So I was off a bit...though 46 tons is still a crapload. Editing GasGuzzler's build above to reflect this.

Though with somewhat few hardpoints. Still, that IS a crapload of guns. This is why I'm concerned: As the IS HGN lacks significant quirks, while Clan ballistics are horrible (gauss excepted, obviously) and there's not a LOT of hardpoints, and ghost heat limits large energy to 2...
Light missiles and other weapons allow the Clan HGN IIC to mount at best... 4E, 2M 1B or 2E 3M 2B(same side torso, so space limits)
With 44t of guns... Say, 2 LPL, 2 ERML in the arms for 14t. 2xALRM15 for 9t, + say 5t ammo for 14; a total of 28. Add a Gauss rifle and 4t ammo for another 16 and that's 44t.
2LPL, 2ERML, 2ALRM15, Gauss? That's a pretty hefty loadout, and a decided pug stomper. Just rough thinking, mind you - would probably want to trim some to get better cooling, maybe just lose the ERML's for heat concerns.
Or, on the later build, 2xLBX5 (no explosive ST, pretty high DPS output despite yucky lbx characteristics) or LBX20, 2 LPL, ASRM6's or more LRM's.
EDIT: Whoops, I had the tab open to Orion variants, but scrolled down. Still hardpoint selections are quite similar when all is said and done.
