Hi! Played the game when it first game out, hell I'm a legendary founder. Getting back into the game again to see how much it has changed. I have heard about the quirk system. My question is: How do I look at my mech quirks in game?

Select a mech, go to mechbay. Look in the bottom right corner for the mech details. Top left corner of that box right by the "Mech Stats" words, has an expandable button. Click it, and you'll see the quirks for your mech.

Alternatively, you can go to smurfy, and see them there.

I have a video on loadout you may find useful as well. The introduction of the Omnipod system changed things quite a bit from when the game started as well.
