It's fine by me. It helps them test the map further for refinement.
Analytics are a must-have in online competitive games. Analytics are a tool that developers use to gauge what's happening through data-gathering over their servers. That's how they build heat-maps, find out which mechs/weapons/strategies are being used the most and the least, and help them make better decisions in the end.

Personally, since River City is currently the best map in the PUG que, I like having a 25% chance of getting to drop on it.. Keep it like this a while longer, untill other map redos or new maps come on the scene.

Assuming skirmish mode, try getting your team to not fight around the palace always. There's really good fights to be had around the buildings, it's the only real decent urban fights we have in this game until we get a proper city map!

OP, I can understand how getting the same map with such frequency can be bothersome, but (and I hate to say this) suck it up, buttercup.
The game can always benefit from some additional testing here and there, and this (as has already been said) is one way PGI can gather additional data which may benefit their project.
Besides, they do this whenever they make a new map for the public queue (if memory serves); the map is made more frequently played to gather data, and then they tone it down when they think it is time.
So relax, it will go down eventually.

River city has been fun but I think it's time to put it back in normal rotation.
