* IS has powered armor (only a few years away)
* PGI as a sort of AI for them
* They can not be used ad infinitum per match (24x for example), a command module or taking lance /company command for using them comes to my mind
* For CW all those comsumables could have a "logistic points" cost of sorts...

There was even some statement from PGI about that.
Someone else might remember it better than me.

'Course, we'd need to lower the heat cap so that mechs don't just use their large lasers against them.

It's not much different than Artillery Strike. It's an area of effect that's good for a certain range. 10m seems low, but the question would be raised how close is close enough? These are people with vision, and you would assume them to be intelligent to some degree. If the range is too great though, it's hard to miss...
In the end, people will just compare damage between the two and pick. I think people would have some issues with elementals doing more or similar damage as artillery strikes.
Also, would elementals persist until destroyed? If a mech is being attacked by an elemental, are the elementals only effective within a certain range from where they were dropped, or will they continue to follow the mech around the map?

Doesn't makes sense to cost like an arty strike and nobody would want to afford like half million c-bills to drop some 'lil guys to get roast by flamers.
