What makes you think the D-DC should have ECM? Using lore justification, of course...
If anything, the K or S variants should get the ECM now, considering somewhere down the line, their successors had ECM in lore.
Maybe the guy that coded the ECM into the D-DC left and nobody can figure it out now???
