They could very well shoot accurately despite the appearance. Someone accused me of being drunk when I was playing on the EU server with my 370+ ms latency.

The Oceania Servers are in Singapore.

Really? I live in Whakatane, and my Ping has dropped by about 20 on NA, and 60 or so on Oceanic (averages 174 now).

From Auckland there, still 220-280 on all servers except Euro which is around 240-320

Umm... Venice isnt a city state... it is a regular city in Italy.
However, if you want to go about the few city states in Italy, then you could choose from Vatican City and San Marino (or very nearly Monte Carlo as it is very close to the Italian border). Then a bit further away, but still in Europe you have Andorra, Luxembourg and Liechtenstein.
