ATTACK!
if you go defense especially on a call to arms the chances are the people attacking are a 12 man is really high. after all they want to cap planets and you do that by attacking.
however if you attack, then the higher the chances of getting an all pug defense force. i had 4 very well matched games in a row attacking as pug. after this players stopped joining the attack and were going defense instead, i decided to join them and this resulted in a subsequent 4 stomps in a row.
there are some caveats of course. first of all if you step on a major unit's territory, you are in for trouble, so attack worlds that are not held by any unit that is seared into your memory from repeated face meltings. aim for worlds with lesser owners. if you play a lot of cw and can work out which times those units are active, and attack on the off hours it certainly helps a lot.
remember that nothing is certain. you could very well get a top notch unit while attacking, and this is likely as common as getting a fair game on defense.

Defending as a 12 man isn't fun, because it is easy.
The maps range in ease of defense from:
Man, it sucks to be attackers.
TO
I could go AFK, this map practically defends itself.
(Also, attacking lets you control the pace of the battle- usually.)

The reason why you see defense is because You have to rely on just your faction. You can't have a Davion Marik attack group while defense can be anyone.

Sure, but a lot of Pugs are terribly afraid of attacking. Sometimes you can see 12 pugs sitting in defense queue of a planet that isn't even attacked because they want to avoid attacking at any cost.
I'm honestly playing whatever i can get. Defending is nice from time to time too, but i take what i get to launch games faster. It's true that you have to play against large premades more often when defending than attacking, but i feel the majority is still against pugs. Often one 12 man is attacking the planet and the rest of the games are played by pugs.
What i don't like about defending planets is that you often get pugs from all factions. I'm jade falcon because i think that jade falcon has the strongest pugs. Sure, there are new players who do 200 dmg aswell, but the chance to get decend pugs seems to be higher when playing with JF.

At the time defending is a suicide mode and attacking never happens.
At least as Steiner it happened twice in 2 weeks.That's why i broke my contract with them.

If you see 12 solos in a defense queue it's probably because their team has formed and they don't want to cancel out.
Most likely they formed when the planet was under attack, and they know that if the attackers finish their match and queue up again, the 12 waiting defenders will be the next to launch.
If the planet is 0% captured and 12 folks are waiting to defend, well then they are just being silly.

This is only effective if a small portion of the population takes advantage of it. The more weak players swap to Attack queue, the weaker Attack queue will be, and the more difficult Attack games will be for everyone involved - thereby defeating the whole purpose of moving weaker players to Attack queue.
There are also some factions which are organized enough that they only attack in full groups of 12, even if they're from different units or no units at all. Solo players randomly hitting red sword won't actually get a match with any of these people, and will instead be thrown with the same group of pugs they were defending with earlier (if they get a match at all).
