The popular saying is. .. "Pick two". Well Atlas certainly had a large amount of armor. The payload used to be adequate, though is obsolete now. Speed and agility are low. So the question is, buff firepower or speed/agility? I don't think increasing the firepower is the way to go. This would either require adding more energy hardpoints or stupid level quirks. I think we have good archetypes for the high firepower already (crab, dire) speed and agility is the EXE. So Atlas should be either stupid high armor (inherently weaker due to pinpoint damage) or a better blend of agility and armor with the same damage.
Where can we go from here?
My suggestion is a flat armor buff, similar to one of the new heroes. This would keep the quirk lay simple as well. 15% increase of whatever you have already loaded sound good? It could be a flat rate, which would be friendlier to shaving armor though.
Next we need to bring up ranges of twist, yaw, and pitch. Couple this with acceleration, deceleration and twist speed increases. I'm ok leaving the turning speed low.
Finally, take all Arm mounted energy hard points and remount them on the shoulder since we can't get that upper arm actuator working.
