Question About New Pilot Skill

Does anyone know if the new Pilot Skill will be:

1) per mech
2) per weight class
3) 1 score for the entire library of mechs


It really is bad when I've been tearing it up with fully mastered and favorite mechs and then have to level a new but really bad mech only to be dropped in the same skill bracket.
