We'll see how things unfold, but so far I'm enjoying my matches in the solo queue. It's hard to describe, but the games just play better. I don't have to worry as much that my team is crumbling all around me unless I make some big plays. They just stay alive... on their own...
Anyway, it's a very strange feeling and I half expect that I've jinxed myself just talking about it.

I don't think they've said how the population is divided between the tiers, or exactly how the tiers are grouped for match creation purposes (beyond that tier 1 won't be put with tier 4 or 5).
It's entirely possible that tiers 2-5 are essentially in the same pot for the matchmaker, and while it may try to group as many closely-rated players as possible in a given match, I could easily imagine it not making a huge amount of difference.
Also... it's possible that the reason teams appear to be so bad is less "full of terrible players" and more "terrible teamwork"

So far it's a mixed bag. There are fewer solo rambos or totally clueless noobs, but there are also fewer elite badasses. Overall my games seem better overall quality. I do suspect my PSR is a tad lower than it should be, based on my frequency of top score or top kills/damage.*
I pretty much expect that this experience is common. I think it will take a few weeks or even months for players to settle into an accurate PSR.
