This change needs to come with the death of uber-(laser-)quirks on IS mechs. If it does, I feel as though the lasers will be balanced between factions, without exacerbating the laser vomit meta. If you're concerned about the IS laser cool down the idea is that the lower heat and higher damage will allow IS players to use bigger alphas at the cost of frequency of using said alphas.
With the unquirking of lasers and the reduction of clan laser damage, this should come out as a mild and reasonable laser nerf with regards to other weapon types.
