According to this: http://mwomercs.com/...-devs-1-answer/

MASC is not in the game despite being a 3049-50 technology.

Why is that?

Probably because it breaks half the time in the TT game, and they don't want someone getting pissed and leaving the game because they move about 5 ft and it breaks at the beginning of a match. MASC has its place for sure, but it's not to turn your mech into a Bugatti Veyron and go out for a Sunday drive...which is how most people treat it.

I would think they could make it so that it just generates a large amount of heat when used. So that people use it to close distances or for fast escapes.

The devs have already said they've changed some TT rules to improve gameplay.

Never did like MASC. If I ever get in a situation where I need that kind of speed, I'm not playing correctly anyway. Why have something on your mech that can completely take it out of action? Stupid.

That sounds like a viable solution, actually.

If I recall correctly, this is how Mechwarrior: Living Legends handles it. It seems to work well and is only available on certain variants. Without coolant flushes it seems like it would be a pretty decent way to penalize using it without having it totally gimp your mech.
