Which takes precedence, Radar Dep or Target Decay?

If it's their interaction. When both modules are in effect, the mech with radar dep will still be locked on for 1.5 seconds after line of sight is cut off. Instead of disappearing immediately.

they both work, radar deprivation still removes the 2 basic seconds of the lock time and the decay still adds additional 1.5 seconds, the result is 1,5 seconds
