Clint stürtz natürlich ab. Starte daruf hin clind neu .komme auf PTC ins mechlabor .

Abert kein tuturial Botten mehr da .

It is neither, but if a German speaking person reads it aloud, the meaning of most of the words can be heard, e.g.
Play Botten Geklickt
in German (with loanwords): Play-Button geklickt
in English: clicked the Play button

But yes, I'm not sure if this a serious report, just with a lack of writing skill, or just a joke.
