Most of the positive quirks are completely negated by ECM. Scan times, target lock time, etc --- none of it matters if the enemy has ECM.
The same goes for the radar deprivation module. It completely negates the main quirk of the Hunchback 4J, which is increased target retention time. The module should just be a REDUCTION in target retention time (maybe 50%?), not a complete negation of it.

ECM has ALWAYS been too powerful due to the way it was implemented. This has been pointed out repeatedly since the very day it was added to the game during closed beta.

i think from what i understand of the new sensor quirks its time for ECM to transform into what its supposed to be. a counter to BAP and Artimes with slightly longer lock on times instead of "magic stealth armor"

I agree ECM should change from the nigh untouchable stealth bubble to where ECM covered mechs just take longer to get target info and aquition from enemy mechs and reduces the enemies target retention abilities.
Same goes for target deprivation module it needs to be changed from instant target lose to just a adjustment to enemies target retention ratings like -2 added to enemy retention rating.
A lot of the mech modules need a rebalancing to make them useful.

I hope this is what we'll be seeing shortly. Before, ecm's bubble was, in my opinion, needed to allow forces to move into flanking position. With the reduction of sensor ranges for heavies and assaults, now, flanking seems to be more nuanced and possible. Where as before, without ECM, all mechs let their teammates know 750m where you're at.

An ECM nerf is already in the pipeline. They're just testing the sensor stuff now to get an idea of how it'll work with the future ECM.

If ECM is corrected to something more reasonable, then any mechs carrying it shouldn't need to be underquirked. For that reason the ECM issue needs to be sorted out early before the quirk balancing.
