I think the OP means that the main servers should be off when there is a PTS running. To make people actually test things.
Which is not a good suggestion! (very bad actually)

The better suggestion is giving rewards to people that had more than x amount of matches with y amount of score or x amount of playtime in the PTS.

That is all I can understand from the OP's post.
