In comparison, one needs only 100 points to go up in rating in a victory. A win is a win.

If you think you have no control over the other 11 people in your team, you are going to average 50/50 win/loss, so all tha leaves is your personal skill, wether your PSR goes up or down.
If you think you can have a positive or a negative effect on the team to secure a win or a loss, it's team-work plus your personal skill, wether your PSR goes up or down.

see that's weird for me, and it may change the higher you go tier wise, but 300 is a common score for me, and mostly results in downtier mark on a loss. Even some 400s were downtiers on loss though the = is more common at that level it is not guaranteed.

This indeed couldn't be farther from the truth.
Apart from winning, as El Bandito already said, the vast majority of your score (and therefore PSR progress) is determined by raw damage.
If you really contribute, kill enemies quickly and efficiently, kill UAVs, cap, draw fire, keep enemies in cover for others to close in safely, etc., you can very well end up with a miserable score. Playing that way, you can NEVER hold your PSR or even get uprated on a loss.
If you uselessly spray lots of damage across all components of all enemy mechs (Lurms, anyone?), you can get a huge score much easier and might even be uprated despite a loss.

Think about it this way, there are more ways to go up then go down.
Everyone will eventually get to the top if you persist long enough.

Win/Loss determines if you go up or down...and your performance determine how much you go up or down. If you do exceptionally well on a loss you might go up. If you do very poorly on a win, you might not go up or down.
It's much better than the previous Elo system because it does take your performance somewhat into account , but I think the way they originally presented it made it sound like it was an actual skill rating system based on individual performance rather than your team's performance.

Check your logic. PSR is based on match score. Some score do allow win/loss to become a factor.
For the reading disabled, match score determines if win/loss is a factor at all or not.

No, your PSR is based on win/loss.
If you win, it will either stay the same or go up. The amount it goes up by depends on your match score.

Tiers-
They are meaningless. If you play enough it will eventually put you in T1 T2 because the brainless ones at PGI says if you play more you get better.
You know just like if we all play a sport (not some fake esport loser nonsense) like soccer or football we will eventually all be playing for the pros. Or like we are all expert PC users who can fix every issue because we all use computers a lot so we must all be experts. Oh oh, I drive a car and its been like 20+ years so I could easily compete with those F1 drivers because I have a lot of practice.
Its posted somewhere here but you can google it yourself, you must be an expert googler because you use it everyday
right.

A player can get to tier one without ever winning a game with the current PSR. Right or wrong? If thats right how can it be based on win/loss?
I will even add, that not only is it possible to get to tier 1 without winning a single match, its doable. It would take a while longer is all. Since I have been fighting Clans on the Galactic war map enough to reach top rank and losing most matches as the Galactic war map clearly shows, I am in a unique position to comment on this.
