so, that enemy player asks: 'why do i always lose exactly 9% hp when clan mechs shoot me?'
i thought to joke and answer: 'it's a known cheat, you can google 'mwo 9% cheat''
they: 'oh, i will report this game then'
me was like.... serious, dude/
i remained silent and they proceeded to talk how they complained to pgi a few times and pgi always said them they were too busy investigating other cases

If it is something PGI cares about they will then follow up. It takes multiple reports to get a warning. I am sure there are folks who have 3-5 friends in different units that share a TS channel decide to put the hammer down and that individual will probably get whacked quicker than someone who does the same thing more often. It is not a quick button push to send a report, but PGI probably has the tools to check logs and stats after they receive a specific number.

Also probably reported for disarming and legging a guy that in the previous match didn't show up until 7 minutes in and when he did just started tking people. He drew the short straw and I was in his next match - so no weapons and minus a leg on that Crab.

My favorite in chat debacle was a pal telling the other team (During Tuk, against skittles) -
"If you want to know what your teammates load out is zoom in on them and hit the \ button to bring up their details."
Followed very shortly by - "Please stop doing that!"
Or the ever classic "Alt+F4 to bring up the minimap(engage thermal/night, ecm, ect)" until PGI got mad at us about that one.

DC / suiciding / hiding without participating in a battle is against the CoC - and could cause a report.
If it was for the first time - don't care. People are pissed off about DC tanks to this Territorial Event.
Even if you know that you will loose - you have to proof it (although when you think you can't win - you won't win, no matter the odds)
Even if you can 100% prove you will loose how is that even remotely a valid excuse for anything? It's not winwarrior online. Even if you loose you are still playing the game as validly. Winning or loosing should not be the reason you play or not play. You can still have just as much fun trying to win. Or at least I can. People are so butthurt and selfish these days they will whine about normal stuff.

Then, while doing this again with her Kit Fox on Crimson Straight, we managed to take out 5 enemies - my Stalker is a beast, with or without a hat - and they got pissed and started spamming "Reported" and "We are recording enjoy your ban".
Decided to take another look on the ToS, says nothing about doing this, meh.
This has come up a few times because it's freaking awesome. The general ruling seems to be that it's against ToS to ride a slower mech on a faster one to give it a speed boost but not the other way around.

i mean, just as an example, a raven with an STD 100 engine runs at 46kph, battlemaster running on an XL 400 engine goes at 76kph...

Pretty common actually.
Their policy is that you should just take it, and report that person. "You are not judge jury and executioner."
PGI has no idea what its doing, or how to manage a community.
