Uhm... The "magical ability to avoid fire" in MWO is called SKILL, not ECM. Otherwise each and every mech would have an ECM slot that gets unlocked after 1.000.000 XP on that mech.

His tweets lately have been pretty good though, as well as the content/patches. The difference between now and 6 months after the IGP split gives an entire different feeling to the state of PGI and the work on the game. Russ sounded pretty haphazard and never really knowing what was and wasn't going on in his own company before lol. But, I guess that's what happens when you're a developer being forced to do stupid things by a publisher only interested in money and the minimization of expenditures to the extreme.
It sucks and I have to wonder how much more progress would have been made on this game if PGI in its current experience had been soloing this project from the start.

All it really needs is having the arms a little angled outward and the shoulder pads beefed up a touch.

Actually its the CT/cockpit being raised too high. The shoulders are fine, it was mostly the change in the cockpit design that led to the difference. After looking at it for this long though I think the cockpit change is acceptable as long as they take care of the arm positioning (which they could) which makes it really look silly and stiff.
The cockpit design in the concept made it look really tough and intimidating, but the raised cockpit also gives it a bit of a throw back to the raised hump on the original design.

My reasoning for the shoulders is to provide a bit more arm cover for the side torsos.
