I find it hilarious that people are suggesting mechs which cost >8 or even >15 mil to outfit to newbies. Yeah like they are going to grind that long for their first mech.
Be realistic here. Suggest something that is CHEAP and reasonably effective in many situations. So nothing clan, they're filthy expensive, and nothing that needs an engine, or worse, an XL engine upgrade.
HBK-4J comes to mind. All you need to do is buy some DHS and a TAG laser.
HBK-4P and upgrade to DHS.
Any others?

For newbies I'd probably recommend something like a Jenner - they're flexible, easy to set up, and way cheaper than a decked out Daishi.
It also teaches you the art of not exploding.
Although when I was new, I finally started having decent games when I tried the trial Centurion at the time - it was fast enough to chase and run away, could take a beating, and could dish out a little damage. I spent my Cadet bonus pimping out a Jenner, then sold it because I could not keep the thing from exploding. I bought it again later....
