I think having a weekend/weeklong event for PTS would help drive up more participation in the testing.
Lets say do twenty matches in IS mechs and twenty marches in Clan. Do PTS solo queue with any game mode. Get a 150 match score or better and get a "Grab Bag" item for each of those matches on the Live Servers.

Might still be frustrating for people in dead hours who can't find matches.

It is rather frustrating as it is for people in dead hours. With some kind of event going on (and make sure you scale it way up; e.g. up to 100 matches) there would at least be more people playing at any time.
