You know for a fact that shooting at an unlocked mech will cause you to do less damage, so it is neither a "punishment" nor "arbitrary".

Yeah easeier said then done when you are going 152 KPH, firing, Maneuvering, Jumping and looking for a way out. Locking targets is not high on the priority list as a light as you are trying to maneuver. And you do not have time to hit R for every damn mech you want to fire at.
guess you suck at piloting light mechs, Maybe you should pilot something slower so the R button isn't so hard to hit. People who can't press R are the problem with this game.

Are you kidding me? I'm gonna swim in C-Bills since ECM does not cockblock LRMs anymore. LRM60 AWS-8R, let's go!
Yeah I think my Hell Slinger and catapult will be making a resurgence :>

When you are doing the maneuvering you are required to do as a light mech you do target lock is an after thought. YOu can tell what components are open due to visual cues, mainly smoke. Besides in order to get the read out of an enemy mech the paper doll has to pop up, that takes to much time, not hanging around for it. I currently pilot a Jenner D 4 SPL's with 2 SRM 4's. I have noticed a drastic decrease in my Damage as well as my C-Bills.

Not as much as you do at posting apparently :> And people who do not understand the delicate balance of the chassis are an even bigger problem for this game. I understand that is where you stand

exactly, most dedicated light pilots memorized the hard points a long time ago as many other veterans has.

Well yeah, pretty much any top player should be able to tell you some weak points on mechs and as time goes by, you'll be able to tell an XL mech from a standard one just by looking at the loadout.

Reducing damage done by weapons doesn't reduce the amount of damage required to kill someone. You'll earn the same amount of cbills, if not more (fewer people will get punched down quickly at range).
The first part of that is true, but the second part isn't necessarily correct. The average amount of damage to kill isn't going to change, but the people using lasers are going to be doing less of this damage compared to other weapons that don't share this new mechanic - ballistics, missiles, and PPCs. These other weapons are going to have a higher effective DPS relative to lasers today and the damage the lasers are no longer doing from the reductions will shift to these other weapons. C-Bill nerf to laser builds, C-Bill buff to the others. Numbers remain about the same overall, just a shift in who gets them.

I will concede you this, An spl Jenner is probably much more difficult to get into position than my spl locusts and thus your experience wih spl's varies from mine. Also, the lock mechanic is unnecessary for spl/sl lasers because it seems the point is to reduce the range of combat. As these lasers are already extremely short range they do not need a range reduction. But, I am not disappointed that there are measures being tested to reduce the average range of combat in the game. I like spl and mpl builds so I spend most of my time at <200m if I can get there. Plus, if there is more incentive for pressing R maybe more people will do it. If our team mates have locks then maybe we won't have to make those "blind" strafing runs as often.

Well I suppose it is a matter of perspective, but given that they are in fact testing random numbers and changing mechanics that have been in place for a long time and don't need to be changed I would call that punishing and arbitrary.

Ummm don't you have to have a lock to see the loadout or which variant it is to know the hardpoints for? You can tell each kintaro apart from behind?

Most kintaros have their hardpoints 50/50 on both sides of the mech.
Probably running an XL as well so just hit a side torso or center torso.
