There isn't really much benefit of the doubt to give, because the situation is binary.
Is the player participating in the match they signed up for?
If yes, don't report them.
If no, report them for not participating.
For whoever thinks they're entitled to be exempt from the rules because of their special circumstances, that is being immature.
Of course, it's not realistic to expect that everybody be 100% committed to their match no matter what happens, and that is reflected in the rules as well, but if somebody breaks the rules and then they manage to also get punished for it (which in this case would mean consistently not participating in matches before they are actually punished) then it's their fault no matter what the reason is, not anybody else's fault.
People are free to do whatever they want because there's nothing physically stopping them from abandoning their current match to take care of the baby or whatever, but that doesn't mean there won't be consequences for their actions, and trying to worm out of those consequences because "I'M A SPECIAL SNOWFLAKE BLUH BLUH BLUH" is pathetic.
