Quite frankly this system either needs to be limitless or eliminated. Imposing a limit to how many people a player can report in a day absolutely SCREAMS beforehand knowledge that the userbase will abuse the system and thus punish other players undeserving. On top of that, if you play 15+ matches a day you will likely find 10+ people breaking the rules who we are obligated to report. The last two matches I was in had players calling their team a bunch of ******* because we lost...how am I suppose to know someone reported him since my arbitrary quota had already been reached?
If we have to have this system, we need to at least get the fullest potential out of it.

See... without this system, you have to hate somebody BAD ENOUGH to send an email..
This way, its reporting for everyone, for anything..
It works on a "report them all and let PGI sort them out" system.. even with only 5 reports..
And I wonder what it will look like in a few months? Will we see a PGI official post titled "These 500 players have been banned for beeing A-holes", and have an even smaller playerbase?
I would very much like to remove griefers, spammers, flamers, and a-holes from the game, but I have a distinct feeling that's simply not gonna happen.. in most civilized countries, people have a constitutional right to be a-holes, and weeding them out is near-impossible.
I'd hate to be a PGI report investigator.. those people have their hands full now..
How will "the reported" be handled?
Bans? Account Locks? Mech locks? C-bill / MC fines? Slaps on the wrist? Asking to stop doing it, "or else"?
I've never seen anything good come out from a system that allows people to "report" on other peoples behavior..

And again today...two players with the "gg close" stuff which is now against the rules, and also another calling his team a bunch of **** because we lost...yet I have no more reports for the day. Having limits on the system is ridiculous.

And again...someone belligerent and cursing/name-calling over LRM boats.
