The 'C' actually stands for 'Clan technology', and the 'II' for 'second generation'. So a Jenner IIC is a "Jenner, second generation, Clan technology".

Interestingly enough, the 'IIC' moniker is exclusively an Inner Sphere designation - the clans themselves just refer to these 'mechs by their regular names (at least until the Jihad).

I'm not sure it matters really, lore has been pretty thoroughly butchered at this point so the year is whatever you feel like it should be. Let's say it's 3080 and the Word of Blake is flipping out on everyone. Why not. And FRR has joined forces with the Outer Periphery and Wolf's Dragoons and they're attacking Terra for no reason.
