2-3 Commandos can circle and take apart an Atlas' rear armor pretty quick, already. I pilot a Raven 2X with 4 medium lasers and an SRM6 at the moment, and I can core an Atlas from behind in 20-30 seconds if he's busy fighting someone else and can't deal with me.
As long as the heat generation isn't unreasonable, I don't see where a pack of 2-3 flamer-equipped lights would or should be any different, and the possibility of a shutting down the target is the reward for having to get in so close to use it. Once collisions go back in, it's going to be much more dangerous to hug the legs of these big mechs.
Its time to turn up the heat (Flamers)

They were like this at the beginning of closed beta.
They were ridiculously overpowered. Matches became nothing but flamer Swaybacks running around shutting people down and roasting them while they were helpless.

That's a -huge- exaggeration. There weren't that many of them and you could only kill really terrible people with them. They were close to being correct IMO.
