what does these do, and should I equip them if possiable?

You need hands to club enemies upside the head with trees or chop them with swords. You also get a penalty to punch if you don't have hands.
In other words, they do jack squat here in 'A Quasi-BattleTech Game'.
The lower arm actuators give your aiming circle a better range of motion. Otherwise your reticle can only move a little bit like Jenners and Jagermechs and anything else that doesn't have lower actuators.

They Crit Pad and have 10HP.
Hands can increase your arm hitbox (shield VS gun arm).
Take a LAA if you can, hand is optional.

Hand actuators should do something even if it's just a small bonus to hill climbing

Yep if you have LAA's, putting hands on doesn't seem to do anything.
As long as you have both arms with LAA's in, you have a pretty wide arc.
I want a middle finger actuator though

PGI needs to implement pinky finger actuators so we finally can have proper British tea party.

What the mechs need is a crouch function to cater to the teabagging Steam horde.

Hand actuators crit pad and make the arm bit boxes bigger for shielding, as someone else mentioned. Arm actuators crit pad and allow side to side aiming. Without them you're limited by torso twist range/speed.
