Oceanic Server Speed Has Become Slower

I am on the Optus network.
The game is becoming difficult to play competitively.
Anyone else having similar issues?
BTW will the Steam release open up the possibility for more servers? Can we move the Oceanic server to Australia?

Before the cable break my ping was ~130ms, now after it has been fixed my ping is ~100ms.
While the cable was down my ping was ~200ms. My NA server ping is ~240-280ms.

My avg ping is 273 according to this reporting tool.
There seriously has to be some sort of organisation that manages how the network connections flow for each ISP as it is business issue, nationality security issue and capitalist competitive fair dinkum issue.
Why would you pay extra for Telstra if the network route makes things as slow as Optus.
Anyone know more about this issue?
