It may only be on Skylake CPUs, but it's a start.
If a Skylake i3 could get up to @4GHz, it would almost certainly be enough to run MWO in decent fashion. And a @4Ghz clock could be had from a 6100 with a 9-10Mhz speed bump, which should be quite easy to achieve, and simple to cool.
I just like that this is possible(again).

The i3 6100 is the cheaper variant and it already runs at 3.7 stock, 4 isn't much of an overclock.

I would say if you are on a limited budget, do not overclock, period. Simply put, if you overclock and burn out your processor/motherboard/etc, you will be out of a computer since you were functioning on a limited budget to begin with. This is coming from someone that has overclocked his last 4 computers (currently running a i5 3570K @ 4.6Ghz). If my components get wrecked due to my overclocking, I have the means to go to the computer store the next day and pick up new parts.

Last 3 times I had a broken pc it had nothing to do with overclocking, the extra risk of a modest overclock is near 0.

Why would any1 actually prefer i3+ OC motherboard over i5+ simple motherboard in the first place?

It's very likely you'll also have simple motherboards with overclocking.
